In order to perform the tasks concerning public telecommunication network`s parameters measurement in the UCRF, as a part of telecommunications directorate, the measurements department operates.
The principal documents according to which the activity of measurements department of telecommunication directorate is performed are as follows:

provisions of the Law of Ukraine “On Telecommunications”;

requirements of Cabinet of Ministers of Ukraine concerning prevention of disturbances in the field of telecommunications stated in letters of 04.04.2005 № 13726/1/1-05 and of 27.07.2005;

decisions of the NCCR of Ukraine dated 29.07.2005 № 34 “On carrying out measurements of public telecommunication networks parameters” and “On granting of a right to fulfill measurements of telecommunication network parameters” dated 14.10.2008 № 1168;

p.7.1 of “Instruction on measurements of telecommunication network parameters with the view of state supervision over telecommunications area” approved by the NCCR decision № 874 dated 02.08.2008 and registered in Ministry of Justice of Ukraine № 966/14233 dated 21.08.2007 ;

The Measurements Department of Telecommunications Directorate of the UCRF carries out measurements of telecommunication network parameters by analyzing international/long-distance traffic and data flows in local points of telecommunications network using specialized equipment. Therefore, it is provided the sampling inspection of telecommunications network. The measurements of telecommunications network parameters at a level of TCP/IP transport protocol permits to detect and control the routes of international/long-distance traffic that are sent in compliance with VoIP technology (H323 Protocol).
In order to perform the above-mentioned tasks the UCRF has:

a right to carry out measurements of telecommunication networks parameters under the agreement with the NCCR;
-
a Certificate stipulated by law for conducting the appropriate measurements;
-
a necessary measuring equipment having state metrological certification and document validating conformance;
-
skilled specialists having experience in the field of measurements.
