The main tasks of telecommunication network parameter measurements are as follows:
- check of routing procedure for international/ long-distance telephone connections (calls) irrespective of technology, intercommunication between conventional telephony networks and data communication networks;
- assessment of actual status of parameters of telecommunications network, checking of real load of public telecommunications network;
- obtaining of objective data for checking billing systems when accounts between operators and users of telecommunication services are issued.
- maximum avoidance of using fraudulent means to rendering services of international communications (refile) by players on telecommunications market that illegally transform belonging of international telephone traffic to local traffic in operator`s telecommunication networks.
The measurements of telecommunication network parameters as well as measurements of traffic routing are carried out in compliance with contracts concluded with telecommunication operators or upon request of the NCCR, State Communications Inspection or law-enforcement authorities.
The results of measurements of telecommunication network parameters shall be given to telecommunication operators in order to take measures for the purpose to stop detected infringements or to the NCCR, State Communications Inspection or law-enforcement authorities with the view of applying sanctions stipulated by the legislation of Ukraine in respect of operators or other subjects of telecommunications market.
