A non-resident of Ukraine, who holds an appropriate CEPT license, has a right to perform the radio amateur communications without obtaining the Permission of the Ukrainian State Centre of Radio Frequencies (UCRF), if he or she stays temporarily on the territory of Ukraine for the period not longer than 3 months.

A non-resident of Ukraine, who holds an appropriate CEPT license and plans to stay in Ukraine for the periodlonger than 3 months, must apply to the UCRF for the Permission to amateur radio station operation.

Irrespective of duration of stay in Ukraine, a non-resident of Ukraine, who has a permissive document of other country for amateur radio station operation or HAREC (NOVICE) certificate, must apply to the UCRF for the Permission to amateur radio station operation.

The permitted frequency bands, power levels and communication types are stipulated by the Annex 7 Amateur Radio Regulations of Ukraine.
