The Centre "Ukrchastotnaglyad" springs from 1934 when Kyiv Post of Technical Radio Monitoring (PTRM) with only two employees was established in the village of Borova, Fastiv region of Kyiv oblast. Mr. A.Khomenko, graduating student of Kyiv Polytechnical Institute, Head of the State Radio Inspection of the Ukrainian Soviet Socialist Republic (USSR) was one of the organizers of the PTRM. In 1934, when Kyiv became a capital of the USSR, decision was made to position the PTRM on the 46th km from Kyiv, in the small village of Borova, Fastiv region of Kyiv oblast. A land area having a size of 0.06 hectare was choosen for miniature PTRM carrying out the functions as follows: monitoring of radio electronic facilities (REFs) and broadcasting, setting-up calls procedures, radio messages exchange, measurements of electromagnetic fields.
The equipment was delivered from the Ukrainian Centre of Technical Radio Monitoring by train: receivers, radio comparator, photo recorder with clockwork and other equipment. An accumulator station was built by the employees themselves and antenna farm was equipped.

During World War II material and technical basis of Kyiv PTRM was entirely destroyåd. In 1944 after liberation of Borova village from Fascists the Post of Technical Radio Monitoring was reconstructed. The reconstruction process was led by Mr. Neupokoiev.
The reconstructed after the World War II Post became a part of Kyiv Board of Radio Communications and Broadcasting of the USSR Ministry of Posts and Communications. The radio equipment for technical radio monitoring was supplied from Kyiv Board. For lack of electric power an accumulator station was built in Borova village since power supply of radio equipment was carried out from dc power supply.
ÑIn the beginning only one working place was supplied with the purpose of broadcasting monitoring. The monitoring has been fulfilled by the following equipment: "Telefunken"receivers, "Marconi" comparator and plotters. The trees were used as the masts in the absence of antenna farm.
In 1945 the monitoring of radio communication stations started (setting-up call and some conversations).

Kostiantyn Maksymovych Neupokoiev (1913-1950). He received a higher education, in 1944-1950 he was a Head of Kyiv Post of Technical Radion Monitoring. Mr. Neupokoiev was at the head of Kyiv PTRM while reconstructing its. During the World War II he trained operators of PTRM. And after finishing the World War II he used his skills and done everything in his power for training of highly-qualified specialists in the field of radio electronic facilities monitoring.
Zinaida Grygorivna Neupokoieva (is born in 1912). She fulfilled the duties of a Head from 1949 till 1951 in view of the illness of Mr.K.Neupokoiev.

In 1950-51 the USSR Ministry of Posts and Communications recommended a new site for Kyiv PTRM and the decision was made to position it on the 15th km of the Brest-Lytovsky prospect (now - Peremogy prospect.) of Kyiv city. This PTRM location changing from the village of Borova was caused by the energy lack in the village and the existent base of powering did not provide the duly operation of equipment located in the PTRM.
In December 1951 the Post of Radio Monitoring commenced its activities in Kyiv.
Four working places were installed: broadcasting and radiocommunications monitoring, measurements of field voltage and tape recording, television monitoring. The Monitoring Equipment was delivered from the Centre of Technical Radio Monitoring and partially Kyiv Board of Radiocommunications and Broadcasting namely PRB receivers, "Telefunken", "ASHERO", "ÀÅR", 88LF; "MARCONI" Comparator; measurment devices of frequency stability "PICH" and "PICH-2"; KVN TV sets Ò-2 (Leningrad), CKU-2 (measuring rack).
In conformity with the Order ¹ 829 of the Council of Ministers of the Union of Soviet Socialist Republic of 16.03.1951 "On Legislative enactment relative to radio reception protection from industrial interference" the State Radio Inspection was established including a department on radio frequency interference elimination, technical teams were created operating as radio monitoring posts (RMP) according to the Decree ¹ 367 of the Ministry of Posts and Communications of the USSR dated 11.04.1957.
In 1959 the State Radio Inspection changed its name and became the State Inspection of Telecommunications (SioT) and the services of radio interference monitoring were created.

In 1961 the Interdepartmental Commission on Radiofrequencies under the USSR Ministry of Posts and Communications ratified the Norms of frequency stability and spurious emissions Norms. In accordance with the Decree of the Ministry of Posts and Communications of the Ukrainian Republic, Kyiv Post of Technical Radio Monitoring (KPTRM) was removed from the structure of Kyiv Board of Radiocommunication and Broadcasting on 1 January 1961 and was reconstructed in Kyiv Station of Technical Radio Monitoring (KSTRM). It was directly subordinated to the Ministry of Posts and Communications of the Ukrainian Soviet Socialist Republic. In September 1965 it was granted a status of a Republican Station (RSTRM).
The Technical Radio Monitoring Stations started with the radiofrequency stability monitoring of transmitters and others parameters of electro-magnetic compatibility to bring to conformity with the current srandards since 01.01.1962. In 1963, for the first time, the all-union norms of admissible interference were published, thus the legislative and normative basis in respect to operation of REFs and exploitation of high-voltage power lines of radiating devices of industrial interference, manufacturing the electrical apparatus etc. were developed.

In 1984 the new building for PSTRM and antenna and feeder fields were built up.
In the first of January 1988 the Ministry of Posts and Communications of the Ukrainian Republic decided to set up Kyiv Centre for Electro-Magnetic Compatibility of Radio Electronic Facilities (KCEMC of REFs), which comprised the Republican Station of Technical Radio Monitoring (RCTRM) and State Inspection of Telecommunications of Ukraine (SioTs). The Centre was reorganized in the Ukrainian Republican Centre for Electro-Magnetic Compatibility of REFs (URC EMC REFs) on 15 December 1990.
Regional State Inspections of Telecommunications formed the part of URC EMC REFs since first October 1995 .

Galytskyi Anatolii Borysovych was born in in the urban village of Oloviana, Oloviana region of Chita oblast (Russian Federation).
After finishing school he entered Kyiv Polytechnic Institute and in 1964 received diploma of a radio technician.
Since 1969 he worked as a chief engineer at the RSTRM and since 1972 y. - as a chief of RSTRM, KCEMC REFs, URC EMC REFs of Ministry of Posts and Communications of Ukraine.
For the time being Mr. Galytskyi is an assistant of Head of the Ukrainian State Centre of Radio Frequencies.

In conformity with the Order of the State Committee of Posts and Communications of Ukraine, dated 15 October 1996 the Ukrainian Republic Centre for Electro-Magnetic Compatibility of Radio Frequencies Facilities (URC EMC REFs) was reorganized in the Ukrainian State Center of Radio Frequencies and Supervision for Telecommunications (Centre "Ukrchastotnaglyad").

Karpenko Oleksii Yelyseiovych was born in 1947 in the village of Radychev, Novgorod-Siversk region of Chernigiv oblast.
In 1966 y. He graduated from Kharkiv Electrotechnical School of the Ukrainian Soviet Socialist Republic Ministry of Posts and Communications and received diploma of a radio technician and in 1973 he studied at Kharkiv Institute of Electronics and acquired a profession of a radiophysic and electronic.
Since 1985 Mr. Karpenko was in charge of a business of the Concern of Broadcasting, Radio Communication and Television (RRT Concern) of Ukraine. He held a posts of a chief engineer, Vice-President of RRT Concern.
From 1996 till 1998 he worked as a Head of the Ukrainian State Centre of Radio Frequencies and Supervision for Telecommunications (Centre "Ukrchastotnaglyad").

According to the Order of the Cabinet of Ministers of Ukraine dated 19.03.1997 ¹ 239 the Ukrainian State Centre of Radio Frequencies and Supervision for Telecommunications is a special body which exercises powers in radio frequency and call-sign assigning, issuing the appropriate permissions for manufacturing, realization (sale), usage of radio electronic facilities within the territory of Ukraine, as well as import of the above from abroad and state supervision of their performance in the frequency bands of civil and shared use for civil users. These powers are established in the Decree of the President of Ukraine "On Introducing Changes to the Decree on the State Committee of Communications and Informatization of Ukraine of October 2, 1999 ¹1273/99, according to which the Ukrainian State Centre of Radio Frequencies and Supervision for Telecommunications comprises the State Inspection of Telecommunications of the Administration of Communications of Ukraine and its regional offices.

Nesterenko Igor Kostiantynovych was born in Berlin (former German Democratic Republic) in 1955 in the family of member of the armed forces.
In 1977 he left Kyiv Military Engineers College of Communications (ÊMECC) and received high degree in radio communication and in 1983 y. the KMECC adjuncture.
He is a candidate of technical science, has 15 inventions and more than 60 scientific works. Mr. Nesterenko worked as an engineer, junior research officer in a military unit; the KMECC lecturer; senior staff scientist, head of researcn department and head of board of scientific center of the KMECC; president of close corporation "Telecommunications Systems".
Since 1998 till 1999 he was a Head of the Centre "Ukrchastotnaglyad".

In July 1, 2000 the Law of Ukraine on Radio Frequency Resource was adopted, and it has determined the role and place of the Centre "Ukrchastotnaglyad" in the system of Communications and Radio Frequencies Administration of Ukraine. The Article 7 of the Law foresaid stipulates powers of the Centre "Ukrchastotnaglyad".
In Summer 2000 a new administrative and technical building was put into operation having the area 3680 m2.
For the time being the Centre "Ukrchastotnaglyad", except for administrative and technical building, has also a technical building, (former building of RCTRM) and a measuring laboratory (former PTPM) at the following address: pr. Peremogy, 15 km, 03179 Kyiv, Ukraine.

Kovalov Volodymyr Mykhailovych was born in Torgau (German Democratic Republic) in 1946 in family of military man.
On graduating from Zaporizhzhia radio engineering technical school in 1966, he was on military service (radio engineering troops).
In 1973 after receiving higher education in Zaporizhzhia machine-building Institute (qualification: engineer of electronics) he worked as a production engineer of semi-conducting apparatus at a factory.
In 1974 he worked as a security man in state security services of the USSR. He was graduated from the Higher School of the USSR security services.
In 1986 Mr. Kovalov was a participant of failure consequences liquidation at Chernobyl atomic power station (CHAPS).
Since 1999 till September 2001 he was at the head of the Ukrainian State Centre of Radio Frequencies and Supervision for Telecommunications and State Inspection of Telecommunications of Ukraine.
He is a Board member of the State Committee of Communications and Informatization of Ukraine.

On behalf of Communication Administration of Ukraine the Centre "Ukrchastotnaglyad" takes part in the activities of the International Telecommunication Union (ITU) member of which Ukraine has been since 1947.
For the years of Ukraine`s independence the Centre "Ukrchastotnaglyad" has coordinated more than 7000 frequency assignments to radio electronic facilities (REFs) of Ukraine and foreign countries. Since 1994, 27 coordination meetings and negotiations have been held, at which 29 protocols have been signed.

Oliynyk Volodymyr Fylymonovych was born in Tartakiv town, Sokalskyi region, Lviv oblast in 1957.
On graduating from Popov`s Odessa Electrotechnical Institute of Communications in 1979 he acquired the speciality on radiocommunication and broadcasting, worked as an Engineer at the communications post, Deputy Head at the radio center of the Baltic Fleet.
Mr. Oliynyk is decorated with a medal "For services in batlle".
In 1989 he graduated from a Budionov`s Military Academy of Communications (Saint-Petersburg) and in 1992 - adjunction under the Academy and received an academic status of a Doctor of Technical Science.
Mr. Oliynyk worked as a Senior Staff Scientist at the Scientific Centre, Head of research laboratory dealing with satellite communication systems, Head of a Scientific Center near Kyiv Military Institute of Communications Management, Intelligence and Electronic Warfare of the Ministry of Defence of Ukraine.
Since November 2001 he heads the Ukrainian State Centre of Radio Frequencies and Supervision for Telecommunications and State Inspection of Telecommunications of Ukraine.

In 2004, pursuant to the provisions of the Laws of Ukraine “On Telecommunications”, “On Radio Frequency Resource of Ukraine” and according to the Order of the State Committee of Communications of Ukraine dated 17.03.2004 under № 49 the enterprise was renamed in State Enterprise “the Ukrainian State Centre of Radio Frequencies” (the UCRF).
In July 2005 the Cabinet of Ministers of Ukraine came the UCRF down from the sphere of governing of Ministry of Transport and Communications of Ukraine to National Commission for Communications Regulation of Ukraine (the NCCR).
Pavlo Vasyliovych Slobodianiuk

He was born in 1956, in Novocherkask, Rostov region.
In 1978 Mr. Pavlo Slobodianiuk graduated from Kyiv Kalinin higher military engineers college, acquired а profession of an Engineer in the field of radio communications and was assigned to a service in the Armed Forces.
In 1987 he graduated the Military Red Army Communications Academy bearing the name of Budionnyy.
He worked as a Deputy Head of Radio Technologies and Radio Frequencies Usage Directorate in the State Committee of Communications and Informatization of Ukraine (SCCI), Head of Sales Department of Ukrtelecom OJSC, Director on Networks Exploitation and Services Sales issues of Ukrtelecom OJSC.
From December 2001 to December 2005 Mr. Slobodianiuk filled a position of a First Deputy Head of the State Enterprise “Ukrainian State Centre of Radio Frequencies”.
On 28 December 2005 he is a Head of the State Enterprise “Ukrainian State Centre of Radio Frequencies”.
Over the last years the UCRF built the Single Automate Radio Frequency Monitoring System; the program and technical complex for automation of working places designated for planning of radio frequency assignments for separate types of radio communications was introduced; the Testing Centre and Certification Body for Communications Technology (CB “Ukrchastotnagliad”) acting in UkrCEPRO System were created.
To provide the successful growth of the enterprise productive capacity, implementation of the up-to-date technologies and effective functioning of the subdivisions, the UCRF performed reconstruction of its buildings, built a new garage, the central entrance with reception room. Besides, there was put in good order the territory of the Centre and laid out the park and recreation areas, as well as built stadium.
The decisive step to the intensification of the enterprise participation in the work of international organizations became the membership of the UCRF in the International Telecommunication Union (ITU) Radiocommunication Sector. The role of the said Sector is to carrying out the global management of radio frequency spectrum and satellite orbits. Owing to this fact the UCRF is included into the ITU Global Directory. At the present time the specialists of the UCRF have the on-line access to the all working documents of the ITU Radiocommunication Bureau.
The specialists of the UCRF take an active part in the activities of the ITU Study Groups and Working Parties, CEPT (Conference of European Postal and Telecommunications) and RCC (Regional Commonwealth in the Field of Communications) as for radio frequency management, spectrum engineering, regulatory affairs, numbering, naming and addressing issues. The specialists of the UCRF are the members of the Communications Administrations of Ukraine delegation at the World and Regional Radiocommunication Conferences, ITU World Telecommunications Standardization Assembly.
In November 2008 the UCRF received the status of the European Telecommunications Standard Institute (ETSI) member – the leading organization in the field of standardization. The UCRF obtained the on-line access to all information resources of ETSI as well as the right to take part in the work of Technical Committees and Working Parties, in particular, in the work of the ERM Technical Committee “EMC and radio frequency spectrum use issues”.
In 2008 Mr. Ievgen Khairov, a First Deputy Head of the UCRF was re-appointed to a position of a Vice-Chairman of the RCC Commission on satellite communication, TV and Sound Broadcasting issues for the years 2008-2010.
Every year the UCRF organizes a number of events within the scope of the ITU Project “Centre of Excellence for CIS countries”, which is a part of the ITU global network concerning the refresher training in the field of communications. The UCRF is determined by the Communications Administration of Ukraine as a coordination organization of this ITU Project in line with the Programs “Policy and Regulation of Telecommunications” and “Radio Frequency Spectrum Use Management” and is one of four national nodes of the Centre of Excellence network for CIS countries.
In order to create conditions for assurance of the due services quality that are rendered by the enterprise to various consumer categories, the Quality Management System is developed and functioning in the UCRF covering all services provided. The Quality Management System is certified by the Certification Body of the State Enterprise “Ukrmetrteststandard” to its compliance with the DSTU ISO 9001:2009 standard requirements. Term of validity of the Certificate of Conformance is from 18 November 2009 to 18 December 2014.
Considering the tangible contribution in assurance of the development of Communications and Informatization sector as well the high productive achievements in 2007, the work collective of the UCRF is awarded by Honorary Diploma of the Cabinet of Ministers of Ukraine. Besides, the UCRF has to its credit the Honorary Diploma of the State Department of Communications and Informatization of Ukraine (2006) and Note of thanks from the State Tax Administration in Kyiv city owing to high level of tax culture and honest fulfillment of tax obligations (2003 and 2004 years).
The professionalism of the enterprise`s employees was recognized on several occasions by the government. The honorary titles, in particular, “Honored Economist of Ukraine”, “Honored Services Employee of Ukraine”, “Labor veteran” were given to many employees. Many people were awarded by the honorary diplomas of Verkhovna Rada of Ukraine, Cabinet of Ministers of Ukraine, breastplate “Honored Communications Worker of Ukraine”, decorations, letters of commendation and notes of thanks of public administration and communications regulation.
In 2009 and 2010 upon the official data of the State Statistics the UCRF won the first place in Ukraine among more than 300 000 enterprises of Ukraine according to the following criteria „Volume of products sold”, „Salary”, „Net profit”, „Productivity of labor” according to the КВЕД 64.20.0 basic kind of activity „Communications activity”.
